ircg_oper -- Elevates privileges to IRC OPER

Description

bool ircg_oper ( resource connection, string name, string password )

ircg_oper() will authenticate the logged in user on connection as an IRC operator. name and password must match a registered IRC operator account. Returnerar TRUE vid framg�ng eller FALSE vid fel.
